Talent region: accessible learning for 27 public organisations, anytime and anywhere
SkillsTown spoke with Anne de Vries, Project Lead Learning & Development at Talentenregio.
She explains how Talentenregio, a partnership of 27 public sector organisations, strengthens talent development within the public sector and focuses on building a sustainably employable workforce in a rapidly changing labour market. Talentenregio’s mission is to make learning accessible, relevant, and future-oriented for all affiliated organisations, with a strong focus on collaboration and knowledge sharing.
One Challenge, Dozens of Learning Needs
Talentenregio faced a clear challenge: how do you offer learning in a way that meets diverse learning needs, and how do you prevent a loss of focus in learning initiatives?
Employees learn in different ways. While some prefer e-learning, others favour podcasts, webinars, or blended formats. The existing offering lacked sufficient flexibility and missed government-specific content aligned with daily practice. As a result, learning resources were underutilised, and it was difficult to embed learning structurally within the affiliated organisations.
In addition, Talentenregio wanted to avoid learning becoming a fragmented collection of courses. There was a need for direction: a carefully curated offering that is relevant, up to date, and applicable to the public sector.
SkillsTown ensures that we have relevant content available 24/7. Employees can now choose for themselves how and when they learn.
Targeted Development
Together with SkillsTown and the Municipality of Meppel, Talentenregio searched for a future-proof online learning platform. The focus was on scalability, diversity in learning formats, and strong alignment with the public sector.
The choice fell on a dedicated learning environment based on the SkillsTown platform, which is not only used by Talentenregio itself but is also accessible to other affiliated organisations. The decisive factor was the broad offering: e-learning modules, podcasts, webinars, and other learning interventions specifically developed for the public sector.
The public sector bundle from SkillsTown provides exactly the level of depth Talentenregio was looking for. By determining which content is offered, the platform remains clear and relevant. No “jumble” of training courses, but a strategically structured offering that contributes to both individual development and organisational goals.
From Plan to Practice: The Implementation Process
The implementation took place in close collaboration. A dedicated Learning Professional from SkillsTown guided the process, providing structure, sharp advice, and a concrete implementation plan. Although the setup required time, this approach ensured broad internal support.
Contact with the account manager was also experienced as pleasant and professional. For Talentenregio, this collaboration is not a one-off project, but a partnership they intend to continue strengthening.
In line with the 70-20-10 model, Talentenregio focuses primarily on strengthening social and formal learning (20% and 10%). Although Talentenregio does not operate directly on the work floor, it uses the platform to connect organisations and stimulate knowledge sharing.
Visible Momentum When Learning Is Activated
Talentenregio is still in a development phase, but already sees clear positive effects. When the learning platform is actively promoted, for example via the intranet, learning activity increases immediately. Employees easily find the offering and actively take time to explore and start courses.

- Employees experience freedom of choice in format, timing, and pace
- The learning offering is clear and content-wise relevant for the public sector
- Collaboration and knowledge sharing between organisations are actively stimulated
Talentenregio explicitly views the platform as a growth model, with continuous activation, communication, and development remaining central.
When we actively promote learning, we immediately see momentum. That confirms that the foundation is in place.
